Kelia was an active-duty soldier stationed at Fort Bragg.&nbsp;Tiara Vinson, 26, is charged with Kelia&#8217;s murder. Tiara is also an active-duty soldier stationed at Fort Bragg.<\/p>\n<figure><img decoding=\"async\" src=\"https:\/\/www.charlottealertsnews.com\/.image\/c_fit,h_600,w_600\/MTgwOTIxMjA5ODkyOTA2MDcy\/3-trukkll-blu.jpg\"><\/figure>\n<p>Kelia was shot and killed on Ferndell Drive shortly before 1:30 p.m.&nbsp;in the driveway of a home.&nbsp;<\/p>\n<p>Police identified Tiara as a suspect&nbsp;and charged her with first-degree murder and discharging a firearm into occupied property.&nbsp;<\/p>\n<p>Tiara was sent to the Cumberland County Detention Center under no bond.
